Literally, “the study of techniques”, popularly, just a fancier word for “technique”, whether embodied in artifacts or simply resident in someone’s brain as a method (or collection of methods) for operating (= doing something) to attain a purpose (making a clock or a car, healing a sick person, educating a student, grabbing power in a coup d’état, changing a tire, making an omelette, etc.)
