There are 3 possible scenarios or explanation for this somewhat surprised judgment from the Special Trial Court

Most likely, this is a judgement driven by judicial adventurism of CJP (departing want to impart a mark on judicial history to be remembered) and CJPHC (Chief judge for trial court), in this regard this judgement will most likely be a precedent, a landmark and will serve as a turning stone in judicial history by burying the doctrine of necessity. Though i highly doubt the efficacy of this philosophy but the proponent Judges do think in this way. This judgement has nothing to do with impetus for its implementation which obviously will not be provided by the judiciary, administration or whatever/whoever has the obligation to
More likely, its an eye wash, to improve the stature of judiciary and inculcate a sham sense of democracy and civil supremacy, all the parties willingly participated while knowing that nothing will come out of it and it will only serve the symbolic purposes.
Less Likely, somebody is indeed trying for civil supremacy and are in process of turning the tables, building up and mustering strength.

Whatever it is, technically speaking the judgement will be challenged in IHC and will be difficult to defend and will ultimately be suspended loosing its symbolic value. Gain in civil supremacy will be all even with its adversaries then, populace will also stand divided but it will surely serve short time purposes.
