Does gravity as an emergent phenomenon work well on the quantum scale?

No it can’t . Gravity on a whole acts on massive bodies.But at a quantum scale the weak and strong,electromagnetic acts between particle which are of order 10^minus. So that why the concept of Graviton failed in particle physics. It’s like if the nucleus starts growing and become massive and massive and reach to a size of star or something to that level then gravity starts. But on the whole the attraction exist between matter whether between nucleus and electron or between Sun and its planets..
