If a smaller country like Iran fired one nuclear missile against the United States, would they retaliate and level the whole country?

So if Iran fires an icbm and somehow it hit NYC. Let’s say it’s the middle of the day A day or two before a holiday (say Tuesday before thanksgiving) where you have tremendous number of people working as well as a much higher than normal kid of tourists. Manhattan can have over 5 million people in it.

A small (10kt) weapon detonated in Times Square would cause between 500K-1M immediate deaths and serious injuries. There would be countless fires that would consume buildings and burn to death those that did not immediately perish outright.

As much as a few million more depending on winds will die of radiation and cancers.

So…. You have a country that just killed a few million of our people and you wonder what our response would be? Maybe we should negotiate with them? Give them a few billion for the promise that they’ll be good people and never do that again?

Any country willing to do that once would be willing to do that again. The only solution would be to ensure that they could never do that again. To that end there is only one way to ensure that occurs and I believe you know what that answer is.
