The short answer is yes. The CIA and FBI only accept U.S. Citizens as agents. You can’t have any ties to any other country such as a spouse from a foreign country. But there aren’t many U.S. born citizens that can blend in (speak the language fluently or look native) in the middle east or Asia. So they hire people who they can trust. You would provide Intel on a group person or location but will never know anything about the CIA or FBI. This way they get your Intel but you can’t get theirs. This is not generally the case though if you are from any generally white country because any American can learn to speak the language fluently and blend in as a native. As a former agent myself I would meet up with Foreigners to pick up information. I had a guy turn on me once and try to shoot me but he was untrained and didn’t stand a chance so we tied him up and got an immediate evac from the area.
