If she’s under 21 her parents will have to sign off first.

If she’s between 21–25 years old the parents still need to sign a notarized parental advice letter to demonstrate that they are aware of the marriage.

Next, you’ll both need a CENOMAR (certificate of non-marriage). If your country does not provide a CENOMAR you can get an affidavit from your local embassy certifying that you are free to marry.

Now keep in mind if you are an American and are planning to bring her back to the US is it not advisable to marry her in The Philippines as a marriage visa is much harder to get than a k-1 fiancé visa. Most guys who want to marry a Filipina and bring her back to America wait until she is in the US to have the legal marriage take place.
