This is a really funny question if I have seen one, how you do “accidentally” enter the city? Do you go live near Mecca maybe Taif and then sleep walk to Mecca?

During Hajj/Umrah season, you would be stopped at the check posts in/around Mecca to check your travel documents, about 90% of people within Mecca (in normaly days) are visitors, so travel documents is something that is checked, during Hajj season you need permission with Ministry of Hajj to enter Mecca, which have to be applied by submitting a form and paying a fee (Fee for renting the Tents in Mina/Muzdalifa for performing Hajj). So be assured that you can’t do it accidentally.

There are signs on every road that leads to Mecca, so unless you drive blindfolded you can’t “accidentally” end up in Mecca.

The only scenario you could end up in Mecca is if you are kidnapped/smuggled in Mecca, but that would not be “accidental”.

Any Non-Muslim if caught within the city limits of Mecca would be deported from Saudi Arabia, it is one of the rule that is mentioned when applying for a visa to Saudi Arabia.
