  1. My opinion on the COVID-19 outbreak in China and Italy is that:

China mishandled their response to the virus when it was first identified in December 2019. This debacle led to the massive outbreak in Wuhan and elsewhere in China that spread to the world. That China was inept and irresponsible in the beginning is clear, however, they have improved, probably because the entire world is watching them.
Italy apparently has not protected its borders (therefore its people) by allowing infected people to enter the country. Now they are scrambling to contain it. They still apparently have a lackadaisical governmental attitude about this public health crisis.
In any event perhaps it is this attitude of the Italian authorities that brought about this outbreak:

“To be honest, nobody thought the spread (of coronavirus) would be so aggressive. The illness is not serious, but it must not be underestimated,” Attilio Fontana, the regional governor of Lombardy, told 102.5 RTL radio. [1]

If the governor thinks that the aggressive untreatable COVID 19 is not serious, even if it has 2.8% mortality rate, then measures to control a potential outbreak would reflect that. And so they did, and so Italy is suffering.
