I depends on your definition of “computer” and also “made”.

If we define computers to be machines that carry out general computations according to programmed instructions then we can get somewhere close to the modern age. Otherwise there were mechanical calculators long before that.

The first computer designed was the Analytical Engine in 1837 by Charles Babbage (Cambridge, UK) but it was never built.

The first computer that ran a program was the Zuse Z3 in Berlin, Germany in 1941. Unfortunately it was destroyed by an Allied air raid in 1943. Its program was stored on paper tape.

The first computer that stored its program in general memory along with its data was the Manchester (UK) University Small Scale Experimental Machine (Baby). It ran its first program on 21 June 1948 narrowly beating the American team building EDVAC (Aberdeen, Maryland, USA).
