  1. The Supreme Court of Pakistan in their verdict of 28th July 2017 (in which Nawaz Sharif was disqualified) had ordered President Mamnoon Hassan to take up the charge with immediate effect as per law.

    So in the absence of the cabinet and leader of the lower house, President has full authority as a head of the state according to the constitution and when the next PM takes charge, he can accept or deny those orders given by President in that period as the head of the state.

    All in all, if PM is not present in the country (on normal occasions), Speaker of the National Assembly (lower house) takes up the charge and when that is the case with President then on behalf of him, Chairman Senate (upper house) performs the duties of presidency as per law.
