Why did the Philippines’ Duterte threaten to end the military deal with the United States?

He doesn’t like the united states or europe , or white people in general , and felt insulted by the recent us senatorial move to enact the leahy law against certain allies of his, one being the former pnp commander , ronald “bato” dela rosa, who is now a philippine senator. When bato failed the leahy vetting and his visa was cancelled , duterte reacted as he usually does , shooting from the hip , and threatened tit for tat , but with much more heavily-weighted consequences on his side . What he perhaps does not know is this would actually free the united states from it’s risky and expensive obligations to defend the philippines , so many in washington are in favor of it .
