Why is John McCain still a senator if he cannot truly serve?

John McCain is still a Senator because there is no legal requirement that a Senator be able to serve. The Republicans in the Senate could evict him, but don’t in recognition of his many, many years of service to the country.

He could resign, and in truth, probably should as he knows he will never return to his Senatorial duties. However, he is aware that his replacement would likely be a Trump supporter and I personally suspect this is one reason he has not resigned.

I am not a McCain supporter and have never voted for him. However, he has spent his life serving our nation in the military and in Congress, so deserves our thanks.
